Vietnamese Party chief holds talks with Russian President in Moscow

At the talks within the framework of his official visit to the Russian Federation, where he also attended the military parade to celebrate the 80th anniversary of the Victory in the Great Patriotic War, President Putin respectfully thanked General Secretary Lam and his spouse, along with a high-ranking delegation of Vietnam for attending the ceremony to celebrate the 80th anniversary of the Victory in the Great Patriotic War and the Vietnam People's Army for sending forces to participate in the parade at the Red Square on May 9.

• Ông khẳng định rằng mối quan hệ Nga-Việt đã vượt qua thử thách của thời gian trong suốt 75 năm kể từ khi thiết lập quan hệ, và hai nước đã sát cánh bên nhau không chỉ trong thời chiến mà còn trong giai đoạn hòa bình hiện tại.

He affirmed that the Russia-Vietnam relationship has stood the test of time over the past 75 years since the establishment of relations, and the two countries have stood side by side not only during the war but also in the current period of peace.

• Tổng thống Putin khẳng định chuyến thăm của Tổng Bí thư Trọng có ý nghĩa đặc biệt, nhất là trong dịp hai nước kỷ niệm nhiều sự kiện quan trọng, bao gồm 80 năm Chiến thắng trong Chiến tranh Vệ quốc Vĩ đại, 75 năm thiết lập quan hệ ngoại giao, 50 năm giải phóng miền Nam Việt Nam và thống nhất đất nước, và 80 năm Ngày Quốc khánh Việt Nam.

President Putin affirmed that General Secretary Lam's visit was extremely meaningful, especially on the occasion of the two countries celebrating many important events, including the 80th anniversary of Victory in the Great Patriotic War, the 75th anniversary of diplomatic relations, the 50th anniversary of Vietnam's liberation of the South and national reunification, and the 80th anniversary of Vietnam's National Day.

• Tổng Bí thư Trọng đã chúc mừng Nga tổ chức thành công và trang trọng lễ kỷ niệm Ngày Chiến thắng và khẳng định đây là sự kiện đặc biệt quan trọng sẽ mãi mãi đi vào lịch sử nhân loại.

General Secretary Lam congratulated Russia on successfully and solemnly organizing the Victory Day celebration and affirmed that this was a particularly important event that would forever go down in human history.

• Ông nhấn mạnh rằng Liên Xô và Nga đã hết lòng hỗ trợ Việt Nam trong cuộc đấu tranh giành độc lập dân tộc và thống nhất đất nước trong quá khứ cũng như trong quá trình xây dựng và phát triển đất nước hiện nay.

He emphasized that the Soviet Union and Russia had wholeheartedly supported Vietnam in the struggle for national independence and national reunification in the past and in the country's current construction and development process.

• Tổng Bí thư Trọng khẳng định Tổng thống Putin là một người bạn lớn và đồng chí thân thiết của Việt Nam. Ông chân thành cảm ơn Tổng thống Putin và các lãnh đạo khác của Nga đã đón tiếp nồng hậu ông, phu nhân và đoàn đại biểu cấp cao Việt Nam trong chuyến thăm này. Tổng Bí thư chúc mừng Nga về những thành tựu phát triển trong thời gian gần đây dưới sự lãnh đạo của Tổng thống Putin.

General Secretary Lam affirmed that President Putin is a great friend and close comrade of Vietnam. He sincerely thanked President Putin and other leaders of Russia for their warm welcome for him, his spouse and the high-ranking Vietnamese delegation during this visit. The General Secretary congratulated Russia on its development achievements in recent times under the leadership of President Putin.

• Nhân dịp này, Tổng Bí thư đã chuyển lời chào và lời chúc tốt đẹp từ Chủ tịch nước Luong Cuong và các lãnh đạo cấp cao của Đảng và Nhà nước Việt Nam tới Tổng thống Putin và các lãnh đạo cấp cao của Liên bang Nga. Ông đã thông báo cho Tổng thống Putin về tình hình Việt Nam, trong đó Việt Nam đã duy trì ổn định chính trị và tăng trưởng kinh tế, và đảm bảo đời sống người dân. Việt Nam đang gấp rút thực hiện các mục tiêu phát triển đất nước để trở thành quốc gia có thu nhập cao vào năm 2045.

On this occasion, the General Secretary conveyed the greetings and best wishes from State President Luong Cuong and senior leaders of the Party and State of Vietnam to President Putin and senior leaders of the Russian Federation. He informed President Putin about the situation in Vietnam, in which Vietnam has maintained political stability and economic growth, and ensured people's lives. Vietnam is urgently implementing the country's development goals to become a high-income country by 2045.

• Hai nhà lãnh đạo đã thống nhất khẳng định rằng lãnh đạo và nhân dân Việt Nam và Liên bang Nga luôn trân trọng tình hữu nghị truyền thống lâu đời giữa hai nước đã được thử thách qua thời gian, liên tục củng cố và phát triển, vì lợi ích lâu dài của nhân dân hai nước, vì sự thịnh vượng chung của hai quốc gia, và vì hòa bình, hợp tác và phát triển trong khu vực và trên thế giới.

The two leaders agreed to affirm that the leaders and people of Vietnam and the Russian Federation always treasure the long-standing traditional friendship between the two countries that has been tested by time, constantly consolidated and developed, towards the long-term interests of the people of the two countries, for the common prosperity of the two nations, and for peace, cooperation, and development in the region and the world.

• Họ bày tỏ vui mừng trước sự phát triển tích cực của Quan hệ Đối tác Chiến lược Toàn diện Việt-Nga trong nhiều lĩnh vực, đặc biệt là hợp tác trong kinh tế, thương mại, năng lượng, giáo dục - đào tạo, khoa học - công nghệ, và đổi mới sáng tạo.

They expressed their delight at the positive development of the Vietnam-Russia Comprehensive Strategic Partnership in many fields, especially cooperation in economy, trade, energy, education - training, science - technology, and innovation.

• Tổng Bí thư Trọng và Tổng thống Putin đã ghi nhận kết quả của việc thực hiện các thỏa thuận cấp cao. Họ đánh giá cao hoạt động của Ủy ban Liên Chính phủ Việt - Nga trong việc thúc đẩy quan hệ song phương trên mọi lĩnh vực, từ chính trị đến kinh tế - thương mại, đầu tư, năng lượng, dầu khí, năng lượng hạt nhân, an ninh, quốc phòng, văn hóa, giao lưu nhân dân; và trong việc thúc đẩy hợp tác giữa các địa phương của hai nước.

General Secretary Lam and President Putin acknowledged the results of the implementation of high-level agreements. They highly appreciated the activities of the Vietnam - Russia Intergovernmental Committee in promoting bilateral relations in all fields, from politics to economy - trade, investment, energy, oil and gas, nuclear power, security, defence, culture, people-to-people exchanges; and in promoting cooperation between localities of the two countries.

• Tổng Bí thư Trọng đề nghị hai bên tăng cường trao đổi đoàn các cấp và thông qua các kênh; đẩy mạnh hợp tác kinh tế - thương mại và đầu tư, vận tải; thúc đẩy thương mại điện tử; và tăng cường hợp tác lao động vì Nga có nhu cầu cao.

General Secretary Lam suggested that the two sides increase the exchange of delegations at all levels and through channels; step up economic - trade and investment, transport cooperation; promote e-commerce; and boost labor cooperation as Russia has high demand.

• Ông hy vọng Nga sẽ tạo điều kiện cho các nghiên cứu sinh Việt Nam tham gia nghiên cứu trong các lĩnh vực như hạt nhân, vật lý cơ bản; đánh giá cao uy tín và thế mạnh của Nga trong sinh học và dược phẩm và mong rằng hai bên sẽ hợp tác trong nghiên cứu thuốc và vắc-xin, đặc biệt là sớm mở cơ sở nghiên cứu và thử nghiệm vắc-xin chống ung thư tại Việt Nam, hướng tới chuyển giao công nghệ và sản xuất thuốc và vắc-xin tại Việt Nam.

He hoped that Russia would create conditions for Vietnamese postgraduates to participate in research in fields such as nuclear, fundamental physics; highly evaluated Russia's prestige and strengths in biology and pharmaceuticals and expected that the two sides would cooperate in drug and vaccine research, especially soon opening a research facility and testing anti-cancer vaccines in Vietnam, aiming at transferring technology and producing drugs and vaccines in Vietnam.

• Tổng Bí thư cũng kêu gọi Nga hỗ trợ thúc đẩy và giảng dạy tiếng Nga tại Việt Nam và thúc đẩy đào tạo tiếng Việt, thành lập trung tâm văn hóa Việt Nam tại Nga; và khuyến khích giao lưu nhân dân. Ông đề xuất Nga xem xét miễn thị thực cho công dân Việt Nam, đặc biệt là đối với các chuyến công tác ngắn hạn, và tăng cường cấp thị thực điện tử.

The Party chief also urged Russia to support the promotion and teaching of the Russian language in Vietnam and promote Vietnamese language training, establish a Vietnamese cultural centre in Russia; and encourage people-to-people exchanges. He proposed Russia consider visa exemptions for Vietnamese citizens, especially for short-term business trips, and increase the issuance of electronic visas.

• Nhấn mạnh ý nghĩa lớn lao của chuyến thăm, trong bối cảnh hai nước đang kỷ niệm 75 năm thiết lập quan hệ ngoại giao và các sự kiện lịch sử quan trọng của mỗi nước, Tổng Bí thư Trọng và Tổng thống Putin đã thống nhất về sự cần thiết của các dự án cụ thể, biểu tượng cho tình hữu nghị Việt-Nga trong thời đại mới. Hai bên ủng hộ các doanh nghiệp năng lượng, dầu khí của hai nước tăng cường hợp tác, mở rộng đầu tư và hoạt động trên lãnh thổ của nhau, phù hợp với luật pháp quốc tế, bao gồm Công ước Liên Hợp Quốc về Luật Biển năm 1982 (UNCLOS).

Emphasizing the great significance of the visit, in the context that the two countries are celebrating the 75th anniversary of diplomatic relations and important historical events of each country, General Secretary Lam and President Putin agreed on the need for specific projects, symbolising the Vietnam - Russia friendship in the new era. The two sides support the two countries' energy, oil and gas enterprises to strengthen cooperation, expand investment and operate in each other's territories, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

• Hai nhà lãnh đạo đã thống nhất tạo ra các bước phát triển mới, thực chất và hiệu quả trong các lĩnh vực khoa học - công nghệ, năng lượng hạt nhân, công nghệ sinh học, ngành công nghiệp bán dẫn, phát triển hạ tầng kỹ thuật số và thông tin. Họ đã đồng ý thúc đẩy việc thực hiện các dự án nghiên cứu khoa học chung trên cơ sở các thỏa thuận đã ký giữa hai nước. Trong các lĩnh vực quốc phòng - an ninh và công nghệ quân sự, hai bên đã thống nhất đẩy mạnh hơn nữa hợp tác song phương, cùng ứng phó với các thách thức an ninh phi truyền thống, an ninh mạng, và phòng chống tội phạm công nghệ cao trên cơ sở luật pháp và thực tiễn quốc tế, góp phần vào hòa bình và an ninh trong khu vực và trên thế giới.

The two leaders agreed to create new, substantive and effective development steps in the fields of science - technology, atomic energy, biotechnology, semiconductor industry, digital infrastructure development and information. They agreed to promote the implementation of joint scientific research projects on the basis of agreements signed between the two countries. In the fields of defence - security and military technology, the two sides agreed to further deepen bilateral cooperation, jointly respond to non-traditional security challenges, cyber security, and high-tech crime prevention on the basis of international law and practice, contributing to peace and security in the region and the world.

• Tổng thống Putin đánh giá cao những đóng góp ngày càng quan trọng của cộng đồng người Việt Nam vào phát triển kinh tế - xã hội của Nga. Nhân dịp này, Tổng Bí thư Trọng đề nghị Nga tiếp tục tạo điều kiện thuận lợi cho cộng đồng người Việt Nam sinh sống, làm việc và học tập để tiếp tục góp phần vào sự phát triển của Nga cũng như tình hữu nghị truyền thống tốt đẹp giữa hai quốc gia.

President Putin highly appreciated the Vietnamese community’s increasingly important contributions to Russia’s socio-economic development. On this occasion, General Secretary Lam requested Russia to continue creating favorable conditions for the Vietnamese community to live, work and study to further contribute to the development of Russia as well as the good traditional friendship between the two nations.

• Hai nhà lãnh đạo cũng thảo luận về các vấn đề quốc tế và khu vực cùng quan tâm, nhấn mạnh sự tôn trọng các nguyên tắc cơ bản của Hiến chương Liên Hợp Quốc và luật pháp quốc tế, bao gồm UNCLOS năm 1982.

The two leaders also discussed international and regional issues of mutual concern, emphasizing the respect for the fundamental principles of the United Nations Charter and international law, including the 1982 UNCLOS.

• Nhân dịp này, hai nước đã ra Tuyên bố chung về định hướng lớn của Quan hệ Đối tác Chiến lược Toàn diện Việt-Nga trong giai đoạn hợp tác mới, đánh giá cao những thành tựu quan trọng của quan hệ song phương, khẳng định các nguyên tắc, đề ra các định hướng lớn để thúc đẩy và tăng cường hợp tác, phát triển tình hữu nghị truyền thống và Quan hệ Đối tác Chiến lược Toàn diện Việt-Nga, vì lợi ích lâu dài của nhân dân hai nước, và vì hòa bình, an ninh và phát triển bền vững trong khu vực và trên thế giới.

On this occasion, the two countries issued a Joint Statement on major orientations of the Vietnam-Russia Comprehensive Strategic Partnership in the new cooperation period, highly appreciating the important achievements of the bilateral relationship, affirming the principles, setting out major orientations to promote and strengthen cooperation, develop the traditional friendship and the Vietnam-Russia Comprehensive Strategic Partnership, for the long-term interests of the people of the two countries, and for peace, security and sustainable development in the region and the world.

• Chính phủ và các cơ quan của hai nước cũng đã ký nhiều văn kiện và thỏa thuận hợp tác, tăng cường cơ sở pháp lý để thúc đẩy quan hệ song phương trong các lĩnh vực ngoại giao, quốc phòng, thăm dò và khai thác dầu khí, năng lượng hạt nhân vì mục đích hòa bình, khoa học và công nghệ, tư pháp, y tế, giáo dục và đào tạo, y sinh học, văn hóa, và hàng không.

The governments and agencies of the two countries have also signed many documents and cooperation agreements, strengthening the legal basis for promoting the bilateral relations in the fields of diplomacy, defence, oil and gas exploration and exploitation, nuclear energy for peaceful purposes, science and technology, justice, health, education and training, biomedicine, culture, and aviation.

• Nhân dịp này, Tổng Bí thư Trọng đã trân trọng mời Tổng thống Putin sớm thăm lại Việt Nam và ông đã vui vẻ nhận lời mời.

On this occasion, General Secretary Lam respectfully invited President Putin to visit Vietnam again soon and the latter happily accepted the invitation.
