Vietnam, Singapore elevate ties to Comprehensive Strategic Partnership

PM Wong warmly welcomed General Secretary To Lam and his spouse, along with a high-ranking delegation of the Vietnamese Party and State, on their official visit to Singapore, affirming that the visit is an important milestone in the relationship between the two countries. He asserted that the two countries have close political, economic and people-to-people relations, and share many common and strategic interests on regional and international issues.

Ông khẳng định rằng hai nước có quan hệ chính trị, kinh tế và nhân dân gần gũi, và chia sẻ nhiều lợi ích chung và chiến lược về các vấn đề khu vực và quốc tế.

General Secretary Lam expressed his pleasure at visiting Singapore again in his new position, which coincided with many important events between the two countries, including the 80th anniversary of Vietnam's National Day and the 60th anniversary of Singapore's National Day.

He thanked the Government and people of Singapore, and PM Wong personally, for their warm welcome and close affection for the General Secretary, his spouse and the high-ranking delegation of Vietnam, emphasizing that the visit contributed significantly to strengthening the friendly relations and mutual understanding, opening up great opportunities for cooperation, deepening and raising the cooperation between the two countries to a new level, for the benefit of the people of the two countries, for peace, stability and development in the region and the world.

Affirming that Vietnam always attaches importance to and wants to promote the friendship and multifaceted cooperation with Singapore, the Party chief shared Vietnam's achievements in the renovation process, emphasising the country’s efforts to promote economic restructuring associated with growth model innovation, digital transformation and sustainable development; streamline the administrative apparatus, and reform administrative procedures towards a state system that operates effectively, efficiently and effectively.

• Khẳng định rằng Việt Nam luôn coi trọng và mong muốn thúc đẩy tình hữu nghị và hợp tác đa dạng với Singapore, Tổng Bí thư đã chia sẻ những thành tựu của Việt Nam trong quá trình đổi mới, nhấn mạnh nỗ lực của đất nước trong việc thúc đẩy tái cơ cấu kinh tế gắn với đổi mới mô hình tăng trưởng, chuyển đổi số và phát triển bền vững; tinh gọn bộ máy hành chính và cải cách thủ tục hành chính hướng tới một hệ thống nhà nước hoạt động hiệu quả, hiệu suất và hiệu quả.

The two leaders reviewed the outstanding achievements in cooperation between the two countries, especially in economy, trade and investment, with bilateral trade turnover reaching over US$9 billion in 2024. Singapore is currently the second largest investment partner in Vietnam with a total accumulated investment capital of over $80 billion , of which the Vietnam - Singapore Industrial Parks (VSIPs) are considered symbols of successful cooperation. The two sides also acknowledged positive progress in the fields of defence - security cooperation, education - training, science - technology, tourism, labour and people-to-people exchanges.

• Hai nhà lãnh đạo đã xem xét những thành tựu nổi bật trong hợp tác giữa hai nước, đặc biệt là trong kinh tế, thương mại và đầu tư, với kim ngạch thương mại song phương đạt trên 9 tỷ USD vào năm 2024. Singapore hiện là đối tác đầu tư lớn thứ hai tại Việt Nam với tổng vốn đầu tư tích lũy trên 80 tỷ USD, trong đó các Khu Công nghiệp Việt Nam - Singapore (VSIP) được coi là biểu tượng của sự hợp tác thành công. Hai bên cũng ghi nhận những tiến bộ tích cực trong các lĩnh vực hợp tác quốc phòng - an ninh, giáo dục - đào tạo, khoa học - công nghệ, du lịch, lao động và giao lưu nhân dân.

Building on the great achievements over the past five decades since the establishment of diplomatic relations in 1973, the two leaders agreed to upgrade the bilateral relationship to a Comprehensive Strategic Partnership. This is a historic milestone in the bilateral relationship, opening a new chapter with a more comprehensive and long-term vision. PM Wong shared that this is the first Comprehensive Strategic Partnership that Singapore has established with an ASEAN country.

• Dựa trên những thành tựu lớn trong năm thập kỷ qua kể từ khi thiết lập quan hệ ngoại giao năm 1973, hai nhà lãnh đạo đã đồng ý nâng cấp quan hệ song phương lên Đối tác Chiến lược Toàn diện. Đây là một cột mốc lịch sử trong quan hệ song phương, mở ra một chương mới với tầm nhìn toàn diện và dài hạn hơn. Thủ tướng Wong chia sẻ rằng đây là Đối tác Chiến lược Toàn diện đầu tiên mà Singapore thiết lập với một quốc gia ASEAN.

The two sides agreed to set out major directions and assign relevant agencies, ministries and sectors to develop an action programme to implement the Comprehensive Strategic Partnership and develop the relationship substantially and effectively, focusing on enhancing political trust through delegation exchanges at all levels, especially high-level ones; expanding and deepening economic, trade and investment cooperation; promoting cooperation in digital transformation, innovation, green economy, clean energy; strengthening cooperation in the fields of defence - security, culture, education, tourism and people-to-people exchanges.

• Hai bên đã đồng ý đề ra các hướng đi lớn và giao các cơ quan, bộ, ngành liên quan phát triển chương trình hành động để thực hiện Đối tác Chiến lược Toàn diện và phát triển quan hệ một cách thực chất và hiệu quả, tập trung vào tăng cường lòng tin chính trị thông qua trao đổi đoàn ở mọi cấp, đặc biệt là cấp cao; mở rộng và làm sâu sắc hợp tác kinh tế, thương mại và đầu tư; thúc đẩy hợp tác trong chuyển đổi số, đổi mới sáng tạo, kinh tế xanh, năng lượng sạch; tăng cường hợp tác trong các lĩnh vực quốc phòng - an ninh, văn hóa, giáo dục, du lịch và giao lưu nhân dân.

The Vietnamese leader suggested Singapore expand the VSIP 2.0 network towards innovation, low carbon emissions, and enhance cooperation in the fields of digital transformation and emerging technologies.

• Nhà lãnh đạo Việt Nam gợi ý Singapore mở rộng mạng lưới VSIP 2.0 hướng tới đổi mới sáng tạo, giảm phát thải carbon, và tăng cường hợp tác trong các lĩnh vực chuyển đổi số và công nghệ mới nổi.

PM Wong expressed his wish to promote cooperation with Vietnam in developing seaports and maritime infrastructure through digital transformation. He affirmed that Singapore would continue to support Vietnam in improving the quality of human resources, especially strategic-level officials, and effectively implement the Memorandum of Understanding on the Vietnam-Singapore Innovation Talent Exchange Programme, and wants to send Singaporean students to Vietnam to study and research, promote cultural and sports exchanges, and exchanges between young generations to enhance understanding and friendship between the two nations’ people.

Ông khẳng định rằng Singapore sẽ tiếp tục hỗ trợ Việt Nam nâng cao chất lượng nguồn nhân lực, đặc biệt là cán bộ cấp chiến lược, và thực hiện hiệu quả Bản Ghi nhớ về Chương trình Trao đổi Tài năng Sáng tạo Việt Nam - Singapore, và mong muốn gửi sinh viên Singapore sang Việt Nam học tập và nghiên cứu, thúc đẩy giao lưu văn hóa và thể thao, và giao lưu giữa các thế hệ trẻ để tăng cường hiểu biết và tình hữu nghị giữa nhân dân hai nước.

Regarding regional issues, the two leaders agreed to strengthen ASEAN solidarity and pay due attention to the sustainable development of sub-regions, including the Mekong Sub-region, thereby actively contributing to ASEAN's self-reliance, prosperity and sustainable development, and promoting its central role in the region.

• Về các vấn đề khu vực, hai nhà lãnh đạo đã đồng ý tăng cường đoàn kết ASEAN và quan tâm đúng mức đến phát triển bền vững của các tiểu vùng, bao gồm Tiểu vùng Mekong, qua đó đóng góp tích cực vào sự tự cường, thịnh vượng và phát triển bền vững của ASEAN, và thúc đẩy vai trò trung tâm của ASEAN trong khu vực.

The two leaders also affirmed their determination to build the East Sea into a sea of peace, cooperation and development, and together with ASEAN countries to promote negotiations on a practical, effective Code of Conduct in the East Sea (COC) in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

• Hai nhà lãnh đạo cũng khẳng định quyết tâm xây dựng Biển Đông thành một vùng biển hòa bình, hợp tác và phát triển, và cùng với các nước ASEAN thúc đẩy đàm phán về một Bộ Quy tắc Ứng xử ở Biển Đông (COC) thực chất, hiệu quả, phù hợp với luật pháp quốc tế, đặc biệt là Công ước Liên Hợp Quốc về Luật Biển năm 1982 (UNCLOS).

At the end of the talks, the two leaders witnessed the signing of cooperation documents in the fields of wind power trade, digital transformation, prevention and combat of transnational crimes, financial innovation, creating an important foundation to promote the Vietnam - Singapore Comprehensive Strategic Partnership in the coming time.

• Kết thúc cuộc hội đàm, hai nhà lãnh đạo đã chứng kiến việc ký kết các văn kiện hợp tác trong các lĩnh vực thương mại điện gió, chuyển đổi số, phòng chống tội phạm xuyên quốc gia, đổi mới tài chính, tạo nền tảng quan trọng để thúc đẩy Đối tác Chiến lược Toàn diện Việt Nam - Singapore trong thời gian tới.
