Vietnam ready to aim for balanced, sustaintable trade with US: PM

Receiving a delegation from the U.S. Congress’s U.S.-China Economic and Security Review Commission (USCC) led by its Chair Reva Price, PM Chinh on Wednesday affirmed that Vietnam remains committed to a foreign policy of independence, self-reliance, openness, and multilateralism and diversification of relations, along with its "Four No’s" defence policy.

Vietnam pursues a policy of building an independent and self-reliant economy while proactively and actively engaging in extensive, substantive, and effective international integration, he stated.

• Việt Nam theo đuổi chính sách xây dựng nền kinh tế độc lập và tự chủ trong khi chủ động và tích cực tham gia hội nhập quốc tế sâu rộng, thực chất và hiệu quả, ông cho biết.

He expressed satisfaction with the development of bilateral relations over the recent past, welcomed the U.S.’s continued efforts in addressing the war aftermath, and urged the country to soon recognise Vietnam's market economy status, remove Vietnam from the D1 and D3 strategic export control lists, and enhance technology transfer in bilateral economic, trade, and investment cooperation to help promote balanced and sustainable trade ties.

• Ông bày tỏ hài lòng với sự phát triển của quan hệ song phương trong thời gian gần đây, hoan nghênh những nỗ lực tiếp tục của Mỹ trong việc giải quyết hậu quả chiến tranh, và thúc giục nước này sớm công nhận tình trạng kinh tế thị trường của Việt Nam, loại bỏ Việt Nam khỏi danh sách kiểm soát xuất khẩu chiến lược D1 và D3, và tăng cường chuyển giao công nghệ trong hợp tác kinh tế, thương mại và đầu tư song phương để thúc đẩy quan hệ thương mại cân bằng và bền vững.

PM Chinh appreciated the U.S. administration and Congress’s support for a strong, independent, resilient, and prosperous Vietnam, calling on the USCC Chair and members to continue supporting the development of bilateral relations.

Regarding the tariff issue, the Government leader affirmed that Vietnam is ready to negotiate with the U.S. for the benefit of both peoples and business communities, aiming for balanced and sustainable trade. He also viewed this as an opportunity to restructure the economy, diversify markets, products, and supply chains, and further build an independent and self-reliant economy while stepping up active, substantive, and effective integration into the world.

• Về vấn đề thuế quan, người đứng đầu Chính phủ khẳng định Việt Nam sẵn sàng đàm phán với Mỹ vì lợi ích của cả hai dân tộc và cộng đồng doanh nghiệp, hướng tới thương mại cân bằng và bền vững. Ông cũng coi đây là cơ hội để tái cấu trúc nền kinh tế, đa dạng hóa thị trường, sản phẩm và chuỗi cung ứng, và tiếp tục xây dựng một nền kinh tế độc lập và tự chủ trong khi đẩy mạnh hội nhập quốc tế chủ động, thực chất và hiệu quả.

Discussing regional matters, the PM reiterated Vietnam’s consistent stance of addressing the East Sea issue through peaceful measures in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). He highlighted efforts to implement the Declaration on the Conduct of Parties in the East Sea (DOC) and to promote negotiations on a substantive and effective Code of Conduct (COC) in line with international law.

• Thảo luận về các vấn đề khu vực, Thủ tướng tái khẳng định lập trường nhất quán của Việt Nam là giải quyết vấn đề Biển Đông bằng các biện pháp hòa bình phù hợp với luật pháp quốc tế, bao gồm Công ước Liên Hợp Quốc về Luật Biển năm 1982 (UNCLOS). Ông nhấn mạnh nỗ lực thực hiện Tuyên bố về Ứng xử của các Bên ở Biển Đông (DOC) và thúc đẩy đàm phán về Bộ Quy tắc Ứng xử (COC) thực chất và hiệu quả phù hợp với luật pháp quốc tế.

He asked the U.S. to continue supporting ASEAN’s common stance on the East Sea issue and efforts to solve disputes through peaceful means in accordance with international law.

• Ông yêu cầu Mỹ tiếp tục ủng hộ lập trường chung của ASEAN về vấn đề Biển Đông và nỗ lực giải quyết tranh chấp bằng các biện pháp hòa bình phù hợp với luật pháp quốc tế.

Expressing her pleasure at visiting Vietnam for the first time and her impression with the country’s strong development, Price affirmed that Vietnam is an important partner of the U.S. in the region.

• Bày tỏ niềm vui khi lần đầu đến thăm Việt Nam và ấn tượng với sự phát triển mạnh mẽ của đất nước, bà Price khẳng định Việt Nam là đối tác quan trọng của Mỹ trong khu vực.

Delegation members praised the achievements of bilateral ties over the past 30 years and showed optimism about the future development of bilateral relations.

• Các thành viên đoàn đại biểu ca ngợi những thành tựu của quan hệ song phương trong 30 năm qua và tỏ ra lạc quan về sự phát triển tương lai của quan hệ song phương.

They agreed with the PM’s proposals and pledged to continue advocating efforts to advance bilateral relations, including the recognition of Vietnam’s market economy status and the tariff negotiations between the two countries.

• Họ đồng ý với các đề xuất của Thủ tướng và cam kết tiếp tục ủng hộ các nỗ lực thúc đẩy quan hệ song phương, bao gồm việc công nhận tình trạng kinh tế thị trường của Việt Nam và đàm phán thuế quan giữa hai nước.
