Vietnam, New Zealand upgrade bilateral ties to Comprehensive Strategic Partnership

PM Chinh once again welcomed PM Luxon on his official visit to Vietnam and his participation in the ASEAN Future Forum 2025, particularly as the two nations are celebrating 50 years of diplomatic relations.

• Thủ tướng Chính một lần nữa hoan nghênh Thủ tướng Luxon trong chuyến thăm chính thức tới Việt Nam và tham gia Diễn đàn Tương lai ASEAN 2025, đặc biệt khi hai quốc gia đang kỷ niệm 50 năm thiết lập quan hệ ngoại giao.

He said their meeting was open, candid, sincere, and built on mutual understanding. Both sides recognized that after more than five decades of diplomatic ties, 16 years as comprehensive partners, and five years as strategic partners, bilateral relationship has developed extensively and has been well-positioned for a new phase of growth. As a result, the two countries agreed to upgrade their ties to a comprehensive strategic partnership.

• Ông cho biết cuộc gặp gỡ của họ đã diễn ra cởi mở, thẳng thắn, chân thành và dựa trên sự hiểu biết lẫn nhau. Cả hai bên đều nhận thấy rằng sau hơn năm thập kỷ quan hệ ngoại giao, 16 năm là đối tác toàn diện và 5 năm là đối tác chiến lược, quan hệ song phương đã phát triển mạnh mẽ và đang ở vị trí tốt cho một giai đoạn phát triển mới. Do đó, hai nước đã đồng ý nâng cấp quan hệ lên Đối tác Chiến lược Toàn diện.

According to Chinh, the new framework would strengthen political trust and deepen Vietnam-New Zealand cooperation, meeting the shared aspirations of both countries' people based on respecting international law, independence, sovereignty, territorial integrity, and each other's political systems. It would also make significant contributions to regional and global peace, stability, cooperation, and development.

• Theo ông Chính, khuôn khổ mới này sẽ củng cố niềm tin chính trị và làm sâu sắc thêm hợp tác Việt Nam-New Zealand, đáp ứng nguyện vọng chung của người dân hai nước dựa trên tôn trọng luật pháp quốc tế, độc lập, chủ quyền, toàn vẹn lãnh thổ và hệ thống chính trị của nhau. Nó cũng sẽ đóng góp đáng kể vào hòa bình, ổn định, hợp tác và phát triển khu vực và toàn cầu.

Under this new comprehensive strategic partnership, bilateral ties will see "five key enhancements" - stronger and more strategic political trust; more substantive cooperation in defense and security; closer and more effective economic, trade, and investment collaboration; the elevation of science, technology, and climate change cooperation as a new pillar of bilateral relations; and deeper people-to-people links through enhanced cooperation in human resources development, labor, and tourism. The two sides encouraged airlines from both countries to launch direct flights, as Vietjet has already done.

• Dưới khuôn khổ đối tác chiến lược toàn diện mới này, quan hệ song phương sẽ thấy "năm sự nâng cao chính" - niềm tin chính trị mạnh mẽ và chiến lược hơn; hợp tác quốc phòng và an ninh thực chất hơn; hợp tác kinh tế, thương mại và đầu tư gần gũi và hiệu quả hơn; nâng cao hợp tác khoa học, công nghệ và biến đổi khí hậu như một trụ cột mới của quan hệ song phương; và liên kết nhân dân sâu sắc hơn thông qua tăng cường hợp tác phát triển nguồn nhân lực, lao động và du lịch. Hai bên khuyến khích các hãng hàng không của cả hai nước khai thác các chuyến bay trực tiếp, như Vietjet đã thực hiện.

Chinh said that both sides also agreed to boost coordination and mutual support at multilateral forums, particularly the United Nations, ASEAN, and ASEAN-led mechanisms, as well as to promote dialogue, build trust among nations, and uphold ASEAN's central role in shaping the evolving regional architecture.

They reaffirmed the importance of maintaining peace, stability, security, safety, and freedom of navigation and aviation in the East Sea, resolving disputes through peaceful measures on the basis of international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS), enhancing maritime cooperation while striving to make the East Sea the waters of peace, stability, friendship, cooperation, and development.

• Họ tái khẳng định tầm quan trọng của việc duy trì hòa bình, ổn định, an ninh, an toàn và tự do hàng hải và hàng không ở Biển Đông, giải quyết tranh chấp thông qua các biện pháp hòa bình trên cơ sở luật pháp quốc tế, đặc biệt là Công ước Liên Hợp Quốc về Luật Biển năm 1982 (UNCLOS), tăng cường hợp tác hàng hải trong khi cố gắng làm cho Biển Đông trở thành vùng biển của hòa bình, ổn định, hữu nghị, hợp tác và phát triển.

Chinh emphasized that with the official upgrade of bilateral relations, Vietnam and New Zealand have entered a new chapter in their partnership. This enhanced cooperation framework will ensure more substantive, effective, and sustainable collaboration across various fields, meeting the aspirations and interests of both nations and contributing to regional and global peace, stability, cooperation, and development. The two governments are committed to effectively carrying out this new framework.

• Ông Chính nhấn mạnh rằng với việc nâng cấp chính thức quan hệ song phương, Việt Nam và New Zealand đã bước vào một chương mới trong quan hệ đối tác của họ. Khuôn khổ hợp tác nâng cao này sẽ đảm bảo sự hợp tác thực chất, hiệu quả và bền vững hơn trong nhiều lĩnh vực khác nhau, đáp ứng nguyện vọng và lợi ích của cả hai quốc gia và đóng góp vào hòa bình, ổn định, hợp tác và phát triển khu vực và toàn cầu. Hai chính phủ cam kết thực hiện hiệu quả khuôn khổ mới này.

He also affirmed that as the coordinator of ASEAN-New Zealand relations, Vietnam will continue working to strengthen bilateral ties and advocate for an upgraded ASEAN-New Zealand partnership for mutual benefit, peace, cooperation, and regional development.

• Ông cũng khẳng định rằng với tư cách là điều phối viên của quan hệ ASEAN-New Zealand, Việt Nam sẽ tiếp tục làm việc để củng cố quan hệ song phương và ủng hộ việc nâng cấp quan hệ đối tác ASEAN-New Zealand vì lợi ích chung, hòa bình, hợp tác và phát triển khu vực.

Luxon underlined New Zealand's interest in deepening ties with Vietnam while highlighting Vietnam's strong development. He said bilateral trade has grown by 40% over the past five years while hailing Vietnam as an attractive investment destination. Luxon also highlighted opportunities for further collaboration in agriculture, fisheries, renewable energy, maritime cooperation, education, defense, and security.

• Ông Luxon nhấn mạnh New Zealand quan tâm đến việc làm sâu sắc thêm quan hệ với Việt Nam trong khi nhấn mạnh sự phát triển mạnh mẽ của Việt Nam. Ông cho biết thương mại song phương đã tăng 40% trong năm năm qua trong khi ca ngợi Việt Nam là một điểm đầu tư hấp dẫn. Ông Luxon cũng nhấn mạnh cơ hội hợp tác thêm trong nông nghiệp, ngư nghiệp, năng lượng tái tạo, hợp tác hàng hải, giáo dục, quốc phòng và an ninh.

He affirmed New Zealand's commitment to strengthening its partnership with Vietnam, advancing defense and security dialogues, and preparing for a visit by a New Zealand naval ship to Vietnam later this year.

• Ông khẳng định cam kết của New Zealand về việc củng cố quan hệ đối tác với Việt Nam, nâng cao các cuộc đối thoại quốc phòng và an ninh, và chuẩn bị cho chuyến thăm của một tàu hải quân New Zealand tới Việt Nam vào cuối năm nay.

He took the occasion to thank Vietnam for inviting him to the ASEAN Future Forum, viewing it as an opportunity to contribute ideas on fostering a resilient and prosperous ASEAN region while aligning priorities between New Zealand, Vietnam, and ASEAN.

• Nhân dịp này, ông cảm ơn Việt Nam đã mời ông tham dự Diễn đàn Tương lai ASEAN, coi đây là cơ hội để đóng góp ý tưởng về việc thúc đẩy một khu vực ASEAN bền vững và thịnh vượng trong khi điều chỉnh ưu tiên giữa New Zealand, Việt Nam và ASEAN.

He noted that New Zealand's ties with Vietnam and ASEAN have never been closer and expressed a strong desire to promote people-to-people exchanges as a crucial foundation for bilateral relations. He also highlighted plans to augment cooperation in education, tourism, and scholarships.

• Ông lưu ý rằng quan hệ của New Zealand với Việt Nam và ASEAN chưa bao giờ gần gũi hơn và bày tỏ mong muốn mạnh mẽ thúc đẩy trao đổi nhân dân như một nền tảng quan trọng cho quan hệ song phương. Ông cũng nhấn mạnh các kế hoạch tăng cường hợp tác trong giáo dục, du lịch và học bổng.

Luxon expressed his hope for continued collaboration with Chinh in realizing the potential of the comprehensive strategic partnership.

As part of the upgraded partnership, the two countries witnessed the signing of eight cooperation agreements, including a memorandum on climate change collaboration, an agreement on doctoral training for Vietnamese university lecturers, and a deal on digital transformation in healthcare. Notably, Vietjet announced a new fifth-freedom flight route between Vietnam and New Zealand, and Fisher & Paykel Healthcare donated 10 high-flow oxygen devices to Bach Mai Hospital.

• Trong khuôn khổ đối tác nâng cấp, hai nước đã chứng kiến việc ký kết tám thỏa thuận hợp tác, bao gồm một bản ghi nhớ về hợp tác biến đổi khí hậu, một thỏa thuận về đào tạo tiến sĩ cho giảng viên đại học Việt Nam và một thỏa thuận về chuyển đổi số trong y tế. Đáng chú ý, Vietjet đã công bố một đường bay thứ năm tự do mới giữa Việt Nam và New Zealand, và Fisher & Paykel Healthcare đã tặng 10 thiết bị oxy lưu lượng cao cho Bệnh viện Bạch Mai.
