Vietnam billiards federation banned for 1 year

The ban is effective from Oct. 16, 2024, restricting VBSF from organizing international events or having its officials participate in global activities, including pool, snooker and carom competitions.

• Lệnh cấm có hiệu lực từ ngày 16 tháng 10 năm 2024, hạn chế VBSF tổ chức các sự kiện quốc tế hoặc có quan chức tham gia vào các hoạt động toàn cầu, bao gồm các cuộc thi pool, snooker và carom.

The suspension comes as a result of VBSF’s violation related to the management and development of billiards in Vietnam, with the organization of unrecognized international tournaments in the country, including the pool tournament Hanoi Open under the World Nineball Tour (WNT) by Matchroom, a direct competition of the World Pool Association (WPA), the confederation said.

• Lệnh đình chỉ xuất phát từ việc VBSF vi phạm liên quan đến quản lý và phát triển môn billiards tại Việt Nam, với việc tổ chức các giải đấu quốc tế không được công nhận trong nước, bao gồm giải đấu pool Hanoi Open thuộc World Nineball Tour (WNT) của Matchroom, một cuộc thi trực tiếp của World Pool Association (WPA), liên đoàn cho biết.

Hanoi Open pool tournament was held first in October 2023 and again in October 2024.

• Giải đấu pool Hanoi Open lần đầu tiên được tổ chức vào tháng 10 năm 2023 và lần nữa vào tháng 10 năm 2024.

Another unrecognized event held in Vietnam was the three-cushion tournament Hanoi Open, organized by the Professional Billiards Association (PBA), the direct competition of the World Union of Billiards (UMB). This tournament took place in August 2024.

• Một sự kiện khác không được công nhận diễn ra tại Việt Nam là giải đấu carom ba băng Hanoi Open, do Hiệp hội Billiards Chuyên nghiệp (PBA) tổ chức, một cuộc thi trực tiếp của World Union of Billiards (UMB). Giải đấu này diễn ra vào tháng 8 năm 2024.

While VBSF did not directly organize these tournaments, but it is held accountable as the WCBS representative in Vietnam.

• Mặc dù VBSF không trực tiếp tổ chức các giải đấu này, nhưng vẫn phải chịu trách nhiệm với tư cách là đại diện của WCBS tại Việt Nam.

WCBS had issued three formal warnings to the Vietnam Olympic Committee in March, May and July regarding the matter.

• WCBS đã ban hành ba cảnh báo chính thức tới Ủy ban Olympic Việt Nam vào tháng 3, tháng 5 và tháng 7 về vấn đề này.

Previously, VBSF faced a six-month ban from the Asian Confederation of Billiard Sports (ACBS), the International Billiards & Snooker Federation (IBSF) and the WPA,from July 13, 2024, to Jan. 12, 2025 for the same reason. Consequently, the Ho Chi Minh City Billiards & Snooker Federation (HBSF) has worked directly with WPA to organize the 2024 Ho Chi Minh City Open, without VBSF's authorization.

• Trước đó, VBSF đã phải đối mặt với lệnh cấm sáu tháng từ Liên đoàn Billiards Châu Á (ACBS), Liên đoàn Billiards & Snooker Quốc tế (IBSF) và WPA, từ ngày 13 tháng 7 năm 2024 đến ngày 12 tháng 1 năm 2025 vì cùng lý do. Do đó, Liên đoàn Billiards & Snooker Thành phố Hồ Chí Minh (HBSF) đã làm việc trực tiếp với WPA để tổ chức giải Ho Chi Minh City Open 2024, mà không có sự ủy quyền của VBSF.

Despite the suspension, WCBS clarified that it, along with its member units, retains the right to organize international events in Vietnam without VBSF's involvement.

• Mặc dù bị đình chỉ, WCBS đã làm rõ rằng họ, cùng với các đơn vị thành viên, vẫn giữ quyền tổ chức các sự kiện quốc tế tại Việt Nam mà không có sự tham gia của VBSF.

"Vietnam remains an important country for billiards," WCBS stated in a statement.

Vietnamese players are not subject to a general ban from international events, including multi-sport competitions such as the SEA Games, Asian Indoor Games and World Games. However, athletes who participated in tournaments that were not authorized by WCBS still face sanctions.

• Các vận động viên Việt Nam không bị cấm tham gia các sự kiện quốc tế, bao gồm các cuộc thi đa môn như SEA Games, Asian Indoor Games và World Games. Tuy nhiên, những vận động viên tham gia các giải đấu không được WCBS ủy quyền vẫn phải đối mặt với các hình phạt.

UMB has imposed a one-year ban, effective from Aug. 27, 2024, on 27 Vietnamese athletes who competed in the three-cushion event of Hanoi Open. Additionally, 87 athletes participating in the pool event of Hanoi Open have been banned for six months by WPA, effective from Oct. 16, 2024.

• UMB đã áp đặt lệnh cấm một năm, có hiệu lực từ ngày 27 tháng 8 năm 2024, đối với 27 vận động viên Việt Nam tham gia sự kiện carom ba băng của Hanoi Open. Ngoài ra, 87 vận động viên tham gia sự kiện pool của Hanoi Open đã bị WPA cấm trong sáu tháng, có hiệu lực từ ngày 16 tháng 10 năm 2024.

Established in 2021 and went into operation in 2022, VBSF has seen rapid growth in Vietnamese billiards, particularly in three-cushion and pool. However, the federation has yet to solidify its role in unifying local federations and balancing interests between rival international billiards bodies, such as WPA-Matchroom and UMB-PBA, as all of them are keen to expand in Vietnam.

• Được thành lập vào năm 2021 và đi vào hoạt động vào năm 2022, VBSF đã chứng kiến sự phát triển nhanh chóng của billiards Việt Nam, đặc biệt là trong carom ba băng và pool. Tuy nhiên, liên đoàn vẫn chưa củng cố vai trò của mình trong việc thống nhất các liên đoàn địa phương và cân bằng lợi ích giữa các tổ chức billiards quốc tế đối địch, như WPA-Matchroom và UMB-PBA, khi tất cả đều muốn mở rộng tại Việt Nam.

On Oct. 21, VBSF representatives met with the Sports Authority of Vietnam to discuss solutions after facing multiple penalties. Both parties are currently navigating the situation, which lacks clear legal precedents and guidance from state agencies. Therefore, they aim to establish a legal framework to address similar challenges in the future.

• Vào ngày 21 tháng 10, đại diện của VBSF đã gặp với Tổng cục Thể dục Thể thao Việt Nam để thảo luận các giải pháp sau khi đối mặt với nhiều hình phạt. Cả hai bên hiện đang điều hướng tình huống, thiếu các tiền lệ pháp lý rõ ràng và hướng dẫn từ các cơ quan nhà nước. Do đó, họ nhằm mục đích thiết lập một khung pháp lý để giải quyết các thách thức tương tự trong tương lai.

Speaking to VnExpress on Wednesday, a VBSF representative stated that they plan to send an explanatory letter to the Vietnam Olympic Committee and WCBS, seeking to have the suspension lifted or reduced.
