Today, in the heroic atmosphere of the historic April 30, in the heroic city named after beloved President Ho Chi Minh, with great excitement and pride, the Central Committee of the Communist Party of Vietnam, the National Assembly, the State President, the Government of the Socialist Republic of Vietnam, the Central Committee of the Vietnam Fatherland Front solemnly organise a ceremony to celebrate the "50th anniversary of the liberation of the South and national reunification" - the most brilliant milestone in the history of building and defending the country; marking the glorious end of the 30-year resilient struggle for independence, freedom, and reunification of the Fatherland; putting to an end to the more-than-a-century domination of old and new colonialism; and bringing the country into a new era - the era of national independence and socialism.

In this sacred moment, we respectfully remember and express our boundless gratitude for the great contributions of beloved President Ho Chi Minh - the genius Leader of our Party and nation, the great teacher of the Vietnamese revolution, a hero of national liberation, a great man of culture, an outstanding soldier of the international communist and workers' movements - with the burning desire to liberate the South and reunify the nation, with the faith in victory that "No matter how difficult or arduous, our people will definitely win. Our Fatherland will definitely be reunified. Compatriots of the North and the South will definitely be reunited under one roof".

• Trong khoảnh khắc thiêng liêng này, chúng ta kính cẩn tưởng nhớ và bày tỏ lòng biết ơn vô hạn đối với công lao to lớn của Chủ tịch Hồ Chí Minh kính yêu - lãnh tụ thiên tài của Đảng và dân tộc ta, người thầy vĩ đại của cách mạng Việt Nam, anh hùng giải phóng dân tộc, danh nhân văn hóa kiệt xuất, chiến sĩ lỗi lạc của phong trào cộng sản và công nhân quốc tế - với khát vọng cháy bỏng giải phóng miền Nam, thống nhất đất nước, với niềm tin vào chiến thắng rằng "Dù khó khăn, gian khổ đến đâu, nhân dân ta nhất định thắng lợi. We will forever remember and be grateful for the great contributions of revolutionary leaders, martyrs, Heroic Vietnamese Mothers, Heroes of the People's Armed Forces, generations of cadres, generals, officers, soldiers, militiamen, guerrillas, youth volunteers, frontline workers, wounded and sick soldiers, families of martyrs, families with meritorious service to the revolution, veterans, and the entire people's armed forces and people across the country as well as overseas Vietnamese, who devoted and sacrificed their lives for the cause of completely liberating the South and reunifying the country.

Dear comrades, compatriots and delegates,

Immediately after the success of the August Revolution in 1945 and the birth of the Democratic Republic of Vietnam, our people had to enter two long resistance wars to protect the country's independence and unification. The resistance war against the French colonialists ended, and like many nations around the world, the Vietnamese people wished for a peaceful, independent and free life.

• Ngay sau thắng lợi của Cách mạng Tháng Tám năm 1945 và sự ra đời của nước Việt Nam Dân chủ Cộng hòa, nhân dân ta đã phải bước vào hai cuộc kháng chiến trường kỳ để bảo vệ độc lập và thống nhất đất nước. Cuộc kháng chiến chống thực dân Pháp kết thúc, và như nhiều dân tộc trên thế giới, nhân dân Việt Nam mong muốn có một cuộc sống hòa bình, độc lập và tự do.

However, the US imperialists quickly replaced the French colonialists, intervening in Vietnam, carrying out the plot to divide our country, and turning the South of our country into a new type of colony and an outpost to prevent communism in Southeast Asia and other progressive forces in the world. During the war of aggression against Vietnam, the US imperialists deployed a large number of soldiers with the most modern and sophisticated weapons, implemented many dangerous war strategies; carried out two brutal destructive wars against the North, causing a lot of pains and losses to the people in both regions of the country; and the consequences of the war still linger today.

• Tuy nhiên, đế quốc Mỹ đã nhanh chóng thay thế thực dân Pháp, can thiệp vào Việt Nam, thực hiện âm mưu chia cắt đất nước ta, biến miền Nam nước ta thành một loại thuộc địa mới và tiền đồn ngăn chặn chủ nghĩa cộng sản ở Đông Nam Á và các lực lượng tiến bộ trên thế giới. Trong cuộc chiến tranh xâm lược Việt Nam, đế quốc Mỹ đã triển khai một số lượng lớn binh lính với vũ khí hiện đại và tinh vi nhất, thực hiện nhiều chiến lược chiến tranh nguy hiểm; tiến hành hai cuộc chiến tranh phá hoại tàn khốc đối với miền Bắc, gây ra nhiều đau thương và mất mát cho nhân dân cả hai miền đất nước; và hậu quả của cuộc chiến vẫn còn dai dẳng đến ngày nay.

In the face of countless difficulties, challenges, hardships and fierceness, we inherited and promoted our ancestors' glorious tradition in fighting against foreign invaders, summarised valuable lessons in the prolonged resistance war against the French colonialists, with the mettle and clear-sighted brainpower, and by harnessing the strength of the people and the great national unity bloc, while maximising the support and assistance of international friends, progressive forces and peace-loving people in the world.

• Trước vô vàn khó khăn, thử thách, gian khổ và khốc liệt, chúng ta đã kế thừa và phát huy truyền thống vẻ vang của tổ tiên trong cuộc chiến chống giặc ngoại xâm, đúc kết những bài học quý báu trong cuộc kháng chiến trường kỳ chống thực dân Pháp, với bản lĩnh và trí tuệ sáng suốt, và bằng cách khai thác sức mạnh của nhân dân và khối đại đoàn kết toàn dân tộc, đồng thời tối đa hóa sự ủng hộ và giúp đỡ của bạn bè quốc tế, các lực lượng tiến bộ và nhân dân yêu chuộng hòa bình trên thế giới.

Our Party and President Ho Chi Minh led our army and people to simultaneously carry out two strategic tasks: The socialist revolution in the North and the people's national democratic revolution in the South, resolutely driving away the invaders.

• Đảng ta và Chủ tịch Hồ Chí Minh đã lãnh đạo quân và dân ta thực hiện đồng thời hai nhiệm vụ chiến lược: Cách mạng xã hội chủ nghĩa ở miền Bắc và cách mạng dân chủ nhân dân ở miền Nam, kiên quyết đánh đuổi quân xâm lược.

With a burning desire to safeguard national independence and reunification, and with the spirit of "Nothing is more precious than independence and freedom", the entire Vietnamese people, from Nam Quan Pass to Ca Mau Cape, united to repel the invaders and everywhere marked the bravery, sacrifices and glorious feats of our army and people. With the iron will to "liberate the South, we are determined to move forward", our army and people secured successive victories, dismantled the enemy step by step, and moved towards complete victory with the climax being the historic Ho Chi Minh Campaign, reuniting the country.

• Với khát vọng cháy bỏng bảo vệ độc lập và thống nhất đất nước, và với tinh thần "Không có gì quý hơn độc lập, tự do", toàn thể nhân dân Việt Nam, từ ải Nam Quan đến mũi Cà Mau, đoàn kết đánh đuổi quân xâm lược và khắp nơi ghi dấu sự dũng cảm, hy sinh và chiến công vẻ vang của quân và dân ta. Với ý chí sắt đá "giải phóng miền Nam, chúng ta quyết tiến lên", quân và dân ta đã giành được những chiến thắng liên tiếp, từng bước tháo gỡ quân địch, tiến tới chiến thắng hoàn toàn với đỉnh cao là Chiến dịch lịch sử Hồ Chí Minh, thống nhất đất nước.

Time will pass, but the victory of our people in the resistance war against the US for national salvation will forever be recorded in the nation’s history as a shining symbol of revolutionary heroism, a victory of justice, a victory of Vietnamese mettle, spirit and intelligence; a victory of ardent patriotism and the aspiration for independence, freedom and national reunification, with the truth "Vietnam is one, the Vietnamese people are one", a milestone affirming that our entire Party, people and army had realised the most earnest wishes and instructions of Uncle Ho, completing the cause of completely liberating the South, reunifying the country, and bringing the North and the South together as one family.

• Thời gian sẽ trôi qua, nhưng chiến thắng của nhân dân ta trong cuộc kháng chiến chống Mỹ cứu nước sẽ mãi mãi được ghi vào lịch sử dân tộc như một biểu tượng sáng ngời của chủ nghĩa anh hùng cách mạng, một chiến thắng của công lý, một chiến thắng của bản lĩnh, tinh thần và trí tuệ Việt Nam; một chiến thắng của lòng yêu nước nồng nàn và khát vọng độc lập, tự do và thống nhất đất nước, với chân lý "Việt Nam là một, dân tộc Việt Nam là một", một cột mốc khẳng định toàn Đảng, toàn dân và toàn quân ta đã thực hiện được những nguyện vọng và chỉ dẫn tha thiết nhất của Bác Hồ, hoàn thành sự nghiệp giải phóng hoàn toàn miền Nam, thống nhất đất nước, đưa hai miền Nam Bắc về một nhà.

The victory of the resistance war against the US for national salvation stemmed from the correct and creative leadership of the Party; from the people’s war policy, carried out through the strength of great national unity and international solidarity; from the combination of military, political and, diplomatic struggles and the art of seizing the right moment to concentrate forces for a general offensive and uprising; from the strength of the great rear base in the North supporting the major frontlines in the South, with the spirit: No a grain of rice is lacking, no soldier is absent; cutting through Truong Son to save the nation; from the great, righteous, sincere and effective support and assistance of the Soviet Union, China and fraternal socialist countries; from the Vietnam - Laos - Cambodia special solidarity; from peace-loving, progressive people and forces worldwide, including the progressive Americans. In particular, the Great Spring 1975 Victory strongly encouraged the national liberation movement of the world's people for peace, national independence, democracy, and social progress, opening the way for the collapse of neo-colonialism all over the world and marking a pivotal turning point in human history in the 20th century.

• Chiến thắng của cuộc kháng chiến chống Mỹ cứu nước xuất phát từ sự lãnh đạo đúng đắn và sáng tạo của Đảng; từ chính sách chiến tranh nhân dân, thực hiện thông qua sức mạnh của khối đại đoàn kết toàn dân tộc và đoàn kết quốc tế; từ sự kết hợp giữa đấu tranh quân sự, chính trị và ngoại giao và nghệ thuật chớp đúng thời cơ để tập trung lực lượng cho tổng tiến công và nổi dậy; từ sức mạnh của hậu phương lớn miền Bắc hỗ trợ các chiến trường lớn miền Nam, với tinh thần: Không thiếu một hạt gạo, không thiếu một người lính; vượt qua Trường Sơn cứu nước; từ sự ủng hộ và giúp đỡ to lớn, chính nghĩa, chân thành và hiệu quả của Liên Xô, Trung Quốc và các nước xã hội chủ nghĩa anh em; từ tình đoàn kết đặc biệt Việt Nam - Lào - Campuchia; từ nhân dân và các lực lượng tiến bộ yêu chuộng hòa bình trên toàn thế giới, trong đó có người Mỹ tiến bộ. Đặc biệt, chiến thắng vĩ đại mùa Xuân 1975 đã cổ vũ mạnh mẽ phong trào giải phóng dân tộc của nhân dân thế giới vì hòa bình, độc lập dân tộc, dân chủ và tiến bộ xã hội, mở đường cho sự sụp đổ của chủ nghĩa thực dân mới trên toàn thế giới và đánh dấu một bước ngoặt quan trọng trong lịch sử nhân loại thế kỷ 20.

Along with its epochal significance, the Great Spring 1975 Victory left behind valuable lessons in both theory and practice for the revolutionary cause of our Party and nation. These are (1) The lesson of promoting the strength of the people and the great national unity bloc, skillfully combining national strength with the strength of the times; (2) The lesson of promoting to the highest degree the spirit of patriotism, national pride and self-esteem; the spirit of independence, self-reliance, bravery and resilience; the determination to fight and win of our entire Party, people and army; (3) The lesson of holding high the banner of national independence and socialism, determining the correct path, suitable to the conditions and characteristics of the Vietnamese revolution; (4) The lesson of creatively applying and developing revolutionary struggle methods and methods of carrying out all-people and all-out war; developing unique and creative theories of people's war and military art; "using the few to fight the many", "using benevolence to replace violence" (5) The lesson of firmly grasping, seizing opportunities and attacking rapidly, boldly, proactively, sensitively, flexibly, creatively and resolutely to carry out the 1975 Spring General Offensive and Uprising to achieve complete victory. (6) The lesson of benevolence, national reconciliation, putting the past behind and looking to the future after victory. (7) But the greatest lesson, at the same time, the leading factor deciding the victory of the 1975 Spring Great Victory was to maintain the absolute leadership of the Party; to build a strong Party in all aspects; to enhance the leadership capacity and combat strength of the Party throughout the process of fighting for national liberation, national reunification and protecting the achievements of socialism.

• Cùng với ý nghĩa thời đại, chiến thắng vĩ đại mùa Xuân 1975 đã để lại những bài học quý báu cả về lý luận và thực tiễn cho sự nghiệp cách mạng của Đảng và dân tộc ta. Đó là (1) Bài học về phát huy sức mạnh nhân dân và khối đại đoàn kết toàn dân tộc, khéo léo kết hợp sức mạnh dân tộc với sức mạnh thời đại; (2) Bài học về phát huy cao nhất tinh thần yêu nước, niềm tự hào và tự tôn dân tộc; tinh thần độc lập, tự chủ, dũng cảm và kiên cường; quyết tâm chiến đấu và chiến thắng của toàn Đảng, toàn dân và toàn quân ta; (3) Bài học về giữ vững ngọn cờ độc lập dân tộc và chủ nghĩa xã hội, xác định con đường đúng đắn, phù hợp với điều kiện và đặc điểm của cách mạng Việt Nam; (4) Bài học về sáng tạo áp dụng và phát triển phương pháp đấu tranh cách mạng và phương pháp tiến hành chiến tranh nhân dân toàn dân, toàn diện; phát triển lý thuyết chiến tranh nhân dân và nghệ thuật quân sự độc đáo và sáng tạo; "dùng ít đánh nhiều", "dùng nhân nghĩa thay bạo lực" (5) Bài học về nắm vững, chớp thời cơ và tấn công nhanh chóng, mạnh bạo, chủ động, nhạy bén, linh hoạt, sáng tạo và quyết đoán để thực hiện Tổng tiến công và nổi dậy mùa Xuân 1975 giành thắng lợi hoàn toàn. (6) Bài học về nhân nghĩa, hòa giải dân tộc, gác lại quá khứ và hướng tới tương lai sau chiến thắng. (7) Nhưng bài học lớn nhất, đồng thời là nhân tố hàng đầu quyết định thắng lợi của Chiến thắng vĩ đại mùa Xuân 1975 là giữ vững sự lãnh đạo tuyệt đối của Đảng; xây dựng Đảng vững mạnh toàn diện; nâng cao năng lực lãnh đạo và sức chiến đấu của Đảng trong suốt quá trình đấu tranh giải phóng dân tộc, thống nhất đất nước và bảo vệ thành quả của chủ nghĩa xã hội.

Dear comrades, compatriots, and distinguished delegates,

• Kính thưa các đồng chí, đồng bào và quý vị đại biểu,

Upholding the valuable lessons from the victory of the resistance war against the US for national salvation, under the leadership of the Party, our entire people and army joined forces to recover, rebuild, construct and develop the country in accordance with Uncle Ho’s final wishes: "My ultimate desire is that our entire Party and people to unite and strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, and make worthy contributions to the world revolutionary cause." After 50 years of national reunification and nearly 40 years of implementing the Doi moi (renewal) policy, our country have overcome numerous difficulties and challenges to achieve monumental accomplishments of historical significance, creating the foundation, potential, position and international prestige as today. From a poor, backward nation devastated by the war and subjected to blockade and embargo, Vietnam has transformed into a developing country with near upper-middle income status, deeply integrated into the world politics, global economy, and human civilisation, taking on many international responsibilities and playing an active and positive role in various international organisations and important multilateral forums. The country's independence, sovereignty, unity, and territorial integrity have been firmly maintained while national interests have been secured. The size of the economy in 2024 ranked 32nd in the world and stood among the top 20 economies in terms of trade and foreign investment attraction. The people’s living standards have significantly improved, with the poverty rate sharply declining to just 1.93% (according to multidimensional standards) compared to more than 60% in 1986. Economic, political, cultural, social, scientific-technological, national defence and security potential has been increasingly consolidated. Foreign relations have been expanded while the country’s position and prestige have been constantly enhanced. To date, Vietnam has established diplomatic ties with 194 countries which are members of the United Nations, and built cooperative relations, strategic partnerships, and comprehensive strategic partnerships with all major powers in the world, including the US, with 2025 marking the 30th founding anniversary of Vietnam-US diplomatic relations.

• Phát huy những bài học quý báu từ chiến thắng của cuộc kháng chiến chống Mỹ cứu nước, dưới sự lãnh đạo của Đảng, toàn dân và quân ta đã đoàn kết khắc phục, tái thiết, xây dựng và phát triển đất nước theo đúng nguyện vọng cuối cùng của Bác Hồ: "Điều mong muốn cuối cùng của tôi là toàn Đảng, toàn dân ta đoàn kết phấn đấu, xây dựng một nước Việt Nam hòa bình, thống nhất, độc lập, dân chủ và giàu mạnh, góp phần xứng đáng vào sự nghiệp cách mạng thế giới." Sau 50 năm thống nhất đất nước và gần 40 năm thực hiện chính sách Đổi mới, đất nước ta đã vượt qua vô vàn khó khăn, thử thách để đạt được những thành tựu to lớn có ý nghĩa lịch sử, tạo nền tảng, tiềm lực, vị thế và uy tín quốc tế như ngày hôm nay. Từ một quốc gia nghèo nàn, lạc hậu, bị tàn phá bởi chiến tranh và chịu sự bao vây, cấm vận, Việt Nam đã chuyển mình thành một quốc gia đang phát triển với thu nhập gần mức trung bình cao, hội nhập sâu rộng vào chính trị thế giới, kinh tế toàn cầu và văn minh nhân loại, đảm nhận nhiều trách nhiệm quốc tế và đóng vai trò tích cực, chủ động trong các tổ chức quốc tế và diễn đàn đa phương quan trọng. Độc lập, chủ quyền, thống nhất và toàn vẹn lãnh thổ quốc gia được giữ vững, lợi ích quốc gia được đảm bảo. Quy mô nền kinh tế năm 2024 xếp thứ 32 trên thế giới và nằm trong top 20 nền kinh tế về thương mại và thu hút đầu tư nước ngoài. Đời sống của người dân được cải thiện đáng kể, tỷ lệ nghèo giảm mạnh xuống chỉ còn 1,93% (theo chuẩn nghèo đa chiều) so với hơn 60% năm 1986. Tiềm lực kinh tế, chính trị, văn hóa, xã hội, khoa học-công nghệ, quốc phòng và an ninh ngày càng được củng cố. Quan hệ đối ngoại được mở rộng, vị thế và uy tín đất nước không ngừng được nâng cao. Đến nay, Việt Nam đã thiết lập quan hệ ngoại giao với 194 quốc gia thành viên Liên hợp quốc, và xây dựng quan hệ hợp tác, đối tác chiến lược, đối tác chiến lược toàn diện với tất cả các cường quốc trên thế giới, trong đó có Mỹ, với năm 2025 đánh dấu kỷ niệm 30 năm thiết lập quan hệ ngoại giao Việt Nam - Mỹ.

Dear comrades, compatriots, and distinguished delegates,

• Kính thưa các đồng chí, đồng bào và quý vị đại biểu,

Half a century has passed and with the obtained great achievements, we are now standing at a new historical starting point to help the country to rise up, take off, and "stand shoulder to shoulder with powers across the five continents." To realise the aspiration to build a Vietnam "ten times better than today," we must liberate all productive forces, unleash all resources, and leverage all potential and strengths to strongly promote socio-economic development. In 2025, we strive to achieve economic growth of at least 8% and double-digit growth in the 2026-2030 period, are determined to successfully implement the strategic goals of becoming a developing country with upper-middle-income and modern industry by 2030 and a developed, socialist-oriented nation with high income by 2045. The focus must be placed on resolving institutional development bottlenecks; adjusting the economic space, expanding the development space, increasing decentralisation and delegation of authority, allocating and combining economic resources; establishing a new growth model, with science-technology, innovation, and digital transformation as the main driving forces, to create dramatic transformations in productivity, quality, efficiency, and competitiveness of the economy, identifying the private sector as the most important driving force of the national economy. Besides, we must continue making breakthroughs in mindset and methods to create new productivity, new productive forces, and new quality.

• Nửa thế kỷ đã trôi qua và với những thành tựu to lớn đạt được, chúng ta đang đứng trước một điểm xuất phát lịch sử mới để giúp đất nước vươn lên, cất cánh, và "sánh vai với các cường quốc năm châu". Để hiện thực hóa khát vọng xây dựng một Việt Nam "gấp mười lần hôm nay", chúng ta phải giải phóng tất cả các lực lượng sản xuất, khai thác tất cả các nguồn lực, và tận dụng mọi tiềm năng và thế mạnh để thúc đẩy phát triển kinh tế-xã hội mạnh mẽ. Năm 2025, chúng ta phấn đấu đạt tăng trưởng kinh tế ít nhất 8% và tăng trưởng hai con số trong giai đoạn 2026-2030, quyết tâm thực hiện thành công các mục tiêu chiến lược trở thành nước công nghiệp hiện đại có thu nhập trung bình cao vào năm 2030 và một quốc gia phát triển, định hướng xã hội chủ nghĩa với thu nhập cao vào năm 2045. Trọng tâm phải đặt vào việc giải quyết các nút thắt phát triển thể chế; điều chỉnh không gian kinh tế, mở rộng không gian phát triển, tăng cường phân cấp và ủy quyền, phân bổ và kết hợp các nguồn lực kinh tế; xây dựng mô hình tăng trưởng mới, với khoa học-công nghệ, đổi mới sáng tạo và chuyển đổi số là động lực chính, tạo ra những chuyển biến mạnh mẽ về năng suất, chất lượng, hiệu quả và sức cạnh tranh của nền kinh tế, xác định khu vực tư nhân là động lực quan trọng nhất của nền kinh tế quốc gia. Bên cạnh đó, chúng ta phải tiếp tục tạo ra những đột phá trong tư duy và phương pháp để tạo ra năng suất mới, lực lượng sản xuất mới, và chất lượng mới.

Being proud of the nation's glorious historical traditions, with infinite gratitude for the great contributions and sacrifice of soldiers and compatriots across the country, we are increasingly aware of our responsibility to fulfill Uncle Ho's final instructions before he passed away: "The Party must have a good plan to develop the economy and culture, aiming to continuously improve the people's lives." Caring for the people and increasingly meeting their material and spiritual needs, especially for those in remote areas, border regions, islands, revolutionary base areas, and former resistance zones, have been the Party's goals. We must focus on effectively implementing the policies of fairness, social progress, social security and social welfare as well as those for people who rendered service to the nation; implement the tuition exemption policy for all levels of general education; strive to complete the programme on eliminating temporary and dilapidated houses, accelerate the construction of social housing for low-income earners; and pay due attention to healthcare development and public health care, moving towards exempting hospital fees so that every Vietnamese citizen could truly have a secure, safe, free, prosperous and happy life.

• Tự hào về truyền thống lịch sử hào hùng của dân tộc, với lòng biết ơn vô hạn đối với những đóng góp và hy sinh to lớn của các chiến sĩ và đồng bào cả nước, chúng ta càng nhận thức sâu sắc trách nhiệm của mình để thực hiện lời dặn dò cuối cùng của Bác Hồ trước lúc đi xa: "Đảng phải có kế hoạch tốt để phát triển kinh tế và văn hóa, nhằm không ngừng nâng cao đời sống nhân dân." Chăm lo cho nhân dân và ngày càng đáp ứng tốt hơn nhu cầu vật chất và tinh thần của họ, đặc biệt là đối với những người ở vùng sâu, vùng xa, biên giới, hải đảo, vùng căn cứ cách mạng và vùng kháng chiến cũ, đã là mục tiêu của Đảng. Chúng ta phải tập trung thực hiện hiệu quả các chính sách công bằng, tiến bộ xã hội, an sinh xã hội và phúc lợi xã hội cũng như các chính sách đối với những người có công với nước; thực hiện chính sách miễn học phí cho tất cả các cấp học phổ thông; phấn đấu hoàn thành chương trình xóa nhà tạm, nhà dột nát, đẩy nhanh xây dựng nhà ở xã hội cho người thu nhập thấp; và chú trọng phát triển y tế và chăm sóc sức khỏe cộng đồng, tiến tới miễn phí viện phí để mọi người dân Việt Nam thực sự có cuộc sống an toàn, tự do, thịnh vượng và hạnh phúc.

Deeply aware of the incomparable great strength of the people and the great national solidarity bloc of Vietnam, we thoroughly grasp and consistently implement the viewpoint that "people are the root", people are the centre, the subject, the purpose of the process of national construction, development and protection. It is necessary to strongly implement the policy of national harmony and reconciliation with the spirit that we all have the blood of Lac Hong, are all brothers and sisters, "like trees of the same root, like children of the same family". All Vietnamese people are citizens of Vietnam, all have the right to live, work, the right to freely pursue happiness and love in the homeland, all have the right and responsibility to contribute to building the Fatherland. With the policy of closing the past, respecting differences, looking towards the future, our entire Party, people and army together strive to build a peaceful, unified, happy, prosperous and developed Vietnam.

As a nation that experienced countless pains and losses due to the wars in the past and also a nation that has enjoyed great benefits from peace and friendly cooperation in recent decades, Vietnam earnestly desires to work with the international community to build a future of peace, prosperity, solidarity and development. Let us do all we can today, with the desire to leave to future generations not only a better world, but also the faith and admiration for the sense of responsibility and wisdom of today's generation.
