Northern Vietnam locality grapples with 2-meter floodwaters following Typhoon Bualoi

Yen Bai Ward in Lao Cai Province has been flooded by 1-2 meters of water, forcing residents to take refuge on higher floors, using ropes to receive supplies and evacuate the elderly and children when power was lost.
