HCMC's expat hub Thao Dien flooded after heavy rain

Several streets, alleys, and homes in Thao Dien Ward, home to the largest expat community in HCMC, and other neighborhoods were inundated with waist-high water following a heavy rainstorm on Tuesday afternoon.
