$67B north-south high-speed railway project submitted to National Assembly

At the legislature’s ongoing 8th session in Hanoi, Minister of Transport Nguyen Van Thang presented the proposal on behalf of the Prime Minister, saying that the goal of the investment is to build a high-speed railway to meet transport demand, contribute to sustainably restructuring the transport market along the North-South corridor, and lay the foundation for socio-economic development while ensuring national defense and security.

• Tại kỳ họp thứ 8 đang diễn ra ở Hà Nội, Bộ trưởng Bộ Giao thông Vận tải Nguyễn Văn Thắng đã trình bày đề xuất thay mặt Thủ tướng Chính phủ, cho biết mục tiêu của đầu tư là xây dựng đường sắt cao tốc để đáp ứng nhu cầu vận tải, góp phần tái cấu trúc bền vững thị trường vận tải dọc hành lang Bắc-Nam, và đặt nền móng cho phát triển kinh tế-xã hội đồng thời đảm bảo quốc phòng và an ninh.

The new dual-track railway will have a gauge of 1,435 mm, a load capacity of 22.5 tons per axle, and will be electrified and designed for a speed of 350 kph. The main line will be approximately 1,541 kilometers long, with 23 passenger and five freight stations.

• Đường sắt mới sẽ là đường đôi với khổ 1.435 mm, tải trọng 22,5 tấn mỗi trục, và sẽ được điện khí hóa và thiết kế cho tốc độ 350 km/h. Tuyến chính sẽ dài khoảng 1.541 km, với 23 ga hành khách và 5 ga hàng hóa.

Thang said that the principle for selecting stations is that they must align with the current conditions and development plans of localities, especially in areas with sufficiently large transport demand.

• Ông Thắng cho biết nguyên tắc chọn ga là phải phù hợp với điều kiện hiện tại và kế hoạch phát triển của các địa phương, đặc biệt ở những khu vực có nhu cầu vận tải đủ lớn.

Regarding the project timeline, the minister said that the preparation and approval of the feasibility study report and front end engineering design are scheduled to be completed in 2025-2026. Land clearance, contractor selection through bidding, and project groundbreaking are planned for 2027, with the goal of completing the entire railway by 2035.

• Về tiến độ dự án, bộ trưởng cho biết việc chuẩn bị và phê duyệt báo cáo nghiên cứu khả thi và thiết kế kỹ thuật ban đầu dự kiến sẽ hoàn thành vào năm 2025-2026. Giải phóng mặt bằng, lựa chọn nhà thầu thông qua đấu thầu, và khởi công dự án được lên kế hoạch vào năm 2027, với mục tiêu hoàn thành toàn bộ tuyến đường sắt vào năm 2035.

The estimated payback period for the investment is approximately 33.61 years, the minister added.
