13th Party Central Committee wraps up 12th plenum

Delegates held in-depth, comprehensive, and highly unified discussions on three strategic content groups with long-term implications crucial for preparing for the 14th National Party Congress and advancing the country's continued renewal and sustainable development in the new era.

In his closing remarks, Party General Secretary To Lam stressed that the Party Central Committee had tasked the drafting team with revising the draft political report to ensure it reflects both continuity and innovation. The report must accurately portray Vietnam’s development trajectory, especially its remarkable achievements in politics, economy, socio-culture, national defence, security, and foreign affairs.

• Trong bài phát biểu bế mạc, Tổng Bí thư Đảng To Lam nhấn mạnh rằng Ban Chấp hành Trung ương đã giao nhiệm vụ cho tổ biên tập phải chỉnh sửa dự thảo báo cáo chính trị để đảm bảo phản ánh cả tính liên tục và đổi mới. Báo cáo phải miêu tả chính xác con đường phát triển của Việt Nam, đặc biệt là những thành tựu đáng kể trong chính trị, kinh tế, văn hóa xã hội, quốc phòng, an ninh và đối ngoại.

He affirmed that the country's current stature, capabilities, and international standing are the cumulative result of 95 years under the leadership of the Communist Party of Vietnam, 80 years of the Socialist Republic of Vietnam, 40 years of national renewal, and the sacrifices and contributions of generations of Party members and people.

• Ông khẳng định rằng vị thế, khả năng và uy tín quốc tế hiện tại của đất nước là kết quả tích lũy của 95 năm dưới sự lãnh đạo của Đảng Cộng sản Việt Nam, 80 năm của nước Cộng hòa Xã hội chủ nghĩa Việt Nam, 40 năm đổi mới đất nước, cùng với sự hy sinh và đóng góp của các thế hệ đảng viên và nhân dân.

The revised report must clearly define the objectives of the upcoming 14th congress term and extend the strategic vision to 2045, 2050 and beyond. It should highlight new development drivers, including science and technology, innovation, digital transformation, high-quality human resources, and the effective use of global integration opportunities, the leader stressed.

• Báo cáo chỉnh sửa phải xác định rõ các mục tiêu của nhiệm kỳ Đại hội 14 sắp tới và mở rộng tầm nhìn chiến lược đến năm 2045, 2050 và xa hơn. Nó nên nhấn mạnh các động lực phát triển mới, bao gồm khoa học và công nghệ, đổi mới sáng tạo, chuyển đổi số, nguồn nhân lực chất lượng cao và sử dụng hiệu quả các cơ hội hội nhập toàn cầu, Tổng Bí thư nhấn mạnh.

Furthermore, it must reaffirm the pivotal role of Party building and rectification, and the fight against corruption, wastefulness, and negative practices. Efforts must be made to combat individualism, group interests, and moral and lifestyle degradation; enhance power control; and improve the Party’s leadership, ruling capacity, and political combativeness. The General Secretary also emphasised strengthening national governance and the operational effectiveness of the political system.

• Hơn nữa, báo cáo phải khẳng định vai trò then chốt của công tác xây dựng và chỉnh đốn Đảng, và cuộc chiến chống tham nhũng, lãng phí và tiêu cực. Phải nỗ lực chống chủ nghĩa cá nhân, lợi ích nhóm và sự suy thoái đạo đức và lối sống; tăng cường kiểm soát quyền lực; và nâng cao năng lực lãnh đạo, cầm quyền và chiến đấu chính trị của Đảng. Tổng Bí thư cũng nhấn mạnh việc củng cố quản trị quốc gia và nâng cao hiệu quả hoạt động của hệ thống chính trị.

As institutional reform is identified as a breakthrough and key driver for rapid and sustainable development, the Party leader called for the creation of a coherent, transparent, and feasible legal system that fosters a favourable investment and business environment while safeguarding legitimate public interests. He also urged increased application of digital technology in governance and a transition from a management-focused to a service-oriented administration.

• Khi cải cách thể chế được xác định là đột phá và là động lực chính cho sự phát triển nhanh và bền vững, lãnh đạo Đảng kêu gọi xây dựng một hệ thống pháp luật đồng bộ, minh bạch và khả thi, tạo môi trường đầu tư và kinh doanh thuận lợi trong khi bảo vệ lợi ích hợp pháp của công chúng. Ông cũng kêu gọi tăng cường ứng dụng công nghệ số trong quản trị và chuyển từ quản lý tập trung sang chính quyền phục vụ.

Looking ahead to the organisation of Party congresses at all levels, Lam instructed that preparatory work be conducted in a methodical, democratic, and procedural manner, particularly regarding the drafting of documents and personnel plans. He called for continued improvements to the two-tier local government model, enhancement of public sector capacity and service-mindedness, and effective national celebrations, notably the 80th anniversary of National Day (September 2, 1945 – 2025).

• Nhìn về phía trước tổ chức các đại hội Đảng các cấp, ông Lam chỉ đạo rằng công tác chuẩn bị phải được tiến hành một cách bài bản, dân chủ và theo đúng quy trình, đặc biệt là đối với việc soạn thảo văn kiện và kế hoạch nhân sự. Ông kêu gọi tiếp tục cải thiện mô hình chính quyền địa phương hai cấp, nâng cao năng lực và tinh thần phục vụ của khu vực công, và tổ chức các lễ kỷ niệm quốc gia hiệu quả, đặc biệt là kỷ niệm 80 năm Ngày Quốc khánh (2/9/1945 – 2025).

The Party leader concluded by acknowledging the complex and shifting regional and global landscape. He urged the entire Party, people, and armed forces to remain steadfast in their faith, fuelled by the aspiration for development and the determination to drive forward comprehensive reform towards building a peaceful, developed, powerful, prosperous, and happy Vietnam.
